As far as I know I am not on any mind altering substance, but BBC Radio Manchester made precisely that claim in their 12 noon bulletin.

Obviously the drowning man Osborne did not go to Eton. Too much of an oik? Or no good at Maths and Economics? Meanwhile (13:30) at least one person at Conservative Home has a good sense of humour.
