Bank Stabilisation: Fraser Nelson's Order of Magnitude

There was me thinking the notional "cost" per person for the much-needed bank stabilisation package was about £1,600 - irrelevant as that is to real life. The normally sensible Fraser Nelson tells me it is £16,000 I'm in for. Is it a case of "Aaaaargh! I'm ruined!"? Or "Aaaaargh! Fraser Nelson cannot add up!"?
