Pardon my ignorance, but I don't get the dog whistle connection with politics.
Essentially the way the classic dog whistle farmers-for-the-use-of works is that it is outside the hearing range of most creatures.
However that dog whistle sends a clear signal - which the farmer intends to be acted upon - to its intended recipient, the farmer's dog and through the dog's resulting behaviour to the sheep.
In politics the dog whistle issue works on at least two levels. Cameron mumbles something or other and mentions immigration control in regular terms of managing and controlling and the like.
The "dogs" - soft racists, hard racists and stupids generally - hear a different message either directly through their own finely tuned sheeple ears, surrounding a mess of iffy grey matter, or with the help of the hounds of our finest newspapers. Wiki has more.
